And in the end of Spider-Man 3, Venom and Sandman still had little to no connection, even as little as Joker and Dent did, but Nolan made the two villains work out PERFECT in The Dark Knight. That's one reason Spider-Man 3 was awful...the novelization gave good detail on how Marko and Brock teamed up, in which in the movie, the connection we got between the two of them took thirty seconds.
But it might be easy for Nolan, just because in his realistic universe, it seems the mob plays a big part with almost every villain. Well, every villain I should say; Two-Face wasn't exactly "whole" villain.
