Actually, you're wrong. It would make sense, and it would be a good way to make the whole Sins Past thing never happen if everybody in Pete's life was a Skrull for the last couple of years.

It wouldn't make any sense for an alien race to pretend to be Norman Osborn going as far back as his return in Revelations (and if you intend on fixing Sins Past then even farther). Clearly, he was behind the scenes of the Clone Saga since his original death (even if it was a retcon). I doubt the Skrulls have that kind of foresight with regards to a 2nd tier character. Maybe with Reed...
Here's the thing....
Why would the Skrulls give a flying **** about Peter Parker? Just cause he's the Co's flagship character does NOT mean he's important in his own Universe. Sure he's saved the world a bunch of times (but so has ever Marvel hero) but he's more of a street hero. He's considered about as important as Daredevil and I doubt the Skrulls give a **** about him. Now that he's an Avenger, I can understand the Skrulls taking more interest in him. Why would they set up a plan that goes as far back as least 6 years just so they could toy with Peter Parker? If he were really a threat, he'd have been killed during one of Norman's many opportunities to have done so. Norman's nuts. That's hard to fake. His plans have the sole purpose of making Peter Parker suffer. Remember when he drugged Peter and buried him alive (kinda Kraven-ish i know) then tried to make Peter his "heir" Goblin. Why would Skrulls do that? Give Skrulls more credit than that.

Nothing Skrull-related will ever fix Sins Past. It assumes that Norman was a Skrull as far back as when Gwen was alive.
