I just know that what I DON'T want to see is Hugo Strange. Yeah, I know a lot of people like Strange and want him in the movie, but he isn't a compelling enough threat after the Joker, IMHO. I don't know what villain(s) I want in the movie, I just know that I don't want THAT one.

Tahlia Al Ghul (I thought Ras was one of the worst villains in comic-book movie history. There was nothing iconic or 'villainious' about him. He was just some dude in a suit who talked in big words had a cliche dead wife and wanted to destroy Gotham for whatever reason. I do not want to see him, the league of shadows, or anyone associated with him again.

I know Nolan wants to use villains that haven't been done before, but surely he could pick someone more interesting than frickin' Talia. Besides, it would just be redundant anyways. The League of Shadows story is done.)

Detroit. I'm from Michigan myself, but i'd like TDKR to have a similar look to TDK, (just with some minor touches to make it look more 'Gotham-y')

I neither want catwoman or Talia in this film (it'd be nice to see a movie where the hero doesn't have a love interest for a change) but if you were to put a gun to my head then Catwoman over Talia any day. She is by far the more interesting character with vast potential.
