Given how much creative freedom Gunn apparently got with GOTG, I kind of doubt that Marvel would step in now and declare that he HAS to include a character that he doesn't want to. Especially since there are other films where you could introduce Carol, and more naturally/organically to boot. Heck her popping up in AOS would probably be a more natural fit than GOTG 2.

There's no way Captain Marvel doesn't have her powers for most of the film though. I would love to see her as a normal civilian pilot in other films leading up to her gaining her powers though.
Either way, the fact that such a well respected and talented actress is interested in playing a Marvel superhero is very cool. I hope they work something out with her. I don't know why anyone would prefer any of these other no name TV actresses.

I don't think Carol will have a cameo in AoU. If she'd been cast, they'd want to bring her out at the El Capitan theatre. Nah. That movie is four years away. It's not cast.
I think her first appearance will be in Infinity War pt I, I think that will be her cameo before her solo debut. I don't believe they need to start building her up before her big solo debut. In fact, I think taking away her newness before her debut as a solo movie can actually work against her, especially if she's not doing something very cool like BP is in CA:CW. A "late" splash might be much better for her than an early trickle.

Catwoman and Elektra being built up didn't help them one whit, some could argue it hurt them by having them seem like a film about supporting cast. When women don't do well in the box office, it's not because they have matching chromosomes, it's a whole series of cause and effect. Introducing a less interesting version of her early isn't going to get people excited about her having powers. Either they'll like her without powers, or won't like her at all. A cameo could be nice for the fans, but the general audience needs to get hit upside the head with awesomeness. There's not a lot you can do with a pilot amidst the Avengers to make a random excited about seeing that pilot with super powers in a few years.
To overcome the women issue, you need to do three simple things:
1) Get people on board, writing, acting, filming, editing and all of that who are talented but don't see the character as a sex object, and will not rely on the character's sex appeal to create any appeal for the film at all. This will force them to make a great movie instead of relying on fetishism or anything else to shore up a cardboard cutout of a character. No one wants to be passionate about making a movie that focuses on the love interest, so make sure everyone knows and believes they are working on a main character, someone who has a love interest, not someone who is some kind of love interest for the audience.
2) Give her a typical girl storyline to get the general audience's feminine side. This doesn't have to be done in a typical Rom-Com way. Hunger Games did it. Heck, Kill Bill did it. At the end of the day there's a plot-driving love triangle there, there's a woman scorned trying to get her daughter back there. You can subvert them, but you need those tropes. Running a straight revenge/action plot doesn't grab the general audience... or the filmmakers.
3) Make the male lead badarse to keep the male power fantasy audience. (See Mr. and Mrs. Smith vs Salt.)
With that, you won't have anyone turning in half hearted work, you'll have a great movie and while there will be some loss in audience from those who just "don't buy" a woman hitting a man and him being hurt on general principle, it will be more than made up for in people who hold Carol, and what her movie represents, as a feminist icon.

4) Don't get "preachy" in the dialogue, constantly talking about how women can do great things (or conversely, how amazing it is that a woman is doing these things). Show, don't tell. The audience isn't stupid.
Catwoman's movie wasn't connected to any previous version of Catwoman who had debuted before. Certainly not the Selina Kyle version who first appeared in Batman Returns. Halle Berry's Catwoman was Patience Phillips, a completely unrelated character. So her example doesn't apply here, since she wasn't built up at all.
With Elektra, the movie didn't even feel connected to the Affleck DD movie. Suddenly Elektra was this obsessive compulsive with quite a different character and personality to when she appeared in DD. She was now more laconic and brooding compared to the previous movie, and in Elektra they seemed to make it as if she was like that all along. So even if they did build her up before, this was almost like a different interpretation of the character starring the same actress.
DD didn't even appear in the theatrical cut. And the film was boring and rather slow, especially at the start.
