That maybe true I've heard there was a story where Joker thought Batman was dead and actually went SANE. If thats is in any way accurate then Jokers existance is obviously connected to Batmans. Carnage has no such reason. He has no plan, he does whatever he wants to do. Not even because he enjoys it but because he can do it. Hell he hurts himself (writes on the wall in his own blood), throws babies out of skyscraper windows etc ad he kills every person individually, he doesn't hatch some elaborate scheme like a bomb full of chemicals or anything like that. Because that would require planning and thats is something he doesn't do. The Batman spider-man crossover with Carnage and Joker teaming up did quite a good job (for a crossover) of showing the differences between the two
