You're basing your decision to say that's Roger Cruz and not Chris Bachalo on the opinion that ONE character looks different from the cover? Let's see - there are certainly similarities between the Watcher's faces, and the fact that it looks different can probably be based on two other facts:
1. Different position. Cover's looking one way, page is looking the other.
2. It's Bachalo. His stuff doesn't always look the same. I may not be a huge fan of it, but his art style is definitely fluid, and that's not really a detriment.

Bachalo has certainly cleaned up his art some, at least for these two issues, and he has new inkers, which is definitely helping. Cannonball looks as Bachalo has always penciled him, so do Psylocke and Marvel Girl, I think even Bishop, and Nightcrawler has the same gruff face he always seems to have whenever Bachalo draws the character (be it Ultimate or 616).

Dude. It's Chris Bachalo. Marvel isn't pulling a fast one on us. And anything that looks different is probably due to either a slight change in his penciling, or, GOSH, possibly due to the images being shrunk down and not the size of the actual comic book pages.
