Wow, this guy should make an appearance in Runaways. in anycase, Victor can own him. It doesn't say that he has the short-out ability that Kitty pride had, so Victor doesn't have to worry about that. plus with Victor's distinctly different anatomy there is little chance Shaw could find anything to squeeze before Victor jumped out of Shaw's volume.
I agree he should be in Runaways, and they have two of the coolest names in comics IMO.

Yes, victor would jump out of the way if Shaw just kept coming at him form the front, but Shaw wouldn't do that, he would come form the ceiling, the floor, the walls. He could easily come up from the floor, and take something out of Victor's leg before he got away, disabling his mobility, this would allow him to to get a good grip on the wires in his chest or head. Also, remember that Victor is part human
still and those human parts are just as intregal to him as his mechanical parts. Injure either, and Voctor goes down.
As for Preptime advantage: Straight to Victor. Victor can use the Pride's old database and research Shaw easily including the man's powers. Victor is also highly versed in meta-history so he will know about how to deal with a threat like Shaw. Shaw can't stay intangible indefinitely as it has been established that one can't breath like that. so all Victor has to do is wait for the man to solidify and blammo hit him with something big and made of metal. Victor has been shown to be proficient enough with his powers to reconfigure a Van into a "Mecha". I don't doubt that any metal he senses on Shaw he would be able to exploit.
Another preptime advantage is the Victor isn't on ANYONE's databases. He was a sleeper agent of Ultron, and member of the Runaways, the pretty much guarentee's his powers are unknown expecially to some z-lister like Shaw.
He WAS a sleeper agent. The databases might not have had Victor in them, but since he has actually been with teh Runaways, he is in the databases. And even if some don't know about him being a cyborg of Ulttron, they would still be able to get his powers. Prep-time is definately not an advantage for Victor, it about even.
If this was a giant open area, than yes, Victor could just wait until Hsaw had to breathe and he would have an advantage, but it's not an open area. We're in a prison. They are filled with different rooms and corridors and a number of places where Shaw could easily escape to. And that's what he would do. he would run at first and easily be able to escape Victor, all the while knowing where Victor still is. Shaw would then just run through the walls and grab a piece of Victor and run away. He would keep doing this (only attacking from different places each time to keep Victor off guard) and dismantle Victor piece by piece. IF Victor was able to get in a shot on Shaw, he would just turn Diamond hard to protect himself before disappearing in to the walls again.
