Well it could potentially explain how bombs were loaded on without any bystanders noticing. If you have police controlled by the mob, and a mob controlled by the joker, you'll find some leeway. Plus, if you look at where Joker is located several scenes before he makes the announcement about the bridges, he's located his lair over at the docks, probably near where the ferries are. He planned on the people getting on the ferries when he got on TV about the bridges. That much is clear. He already had the drums filled at the ferries way before it went into motion.
