I know that it won't be, but I remember in John Gardner's Cold and Cold Fall when they were transitioning from M (Sir Miles Meservey) to M (Barbra Mawdsley) and I'm pretty sure she was called B before getting the appointment. So another M in waiting maybe.

Anything is possible because it seems like the screenwriters and Mendes are borrowing 'elements' from the newer Bond books, or it seems like it.

Given the ordering of them with Bond being the 1st and M being the second, I would say its Ralph fiennes character.

Newer is relative since Cold and Cold Fall were early 90's books. They were the books that came right before Goldeneye since Gardner did the novelization after. But you are correct since it seems that stuff from Deaver's Carte Blanch and Faulks' Devil May Care (I think the Caspian Sea Monster shows up in the new movie).
