He catches Jason trying to steal the wheels off the Batmobile.I have no idea. But we can change it to 17. A year makes no difference.
I think there's a pretty significant difference between seeing a troubled young boy in need of parental guidance, and a 17-year-old on the cusp of being a man in his own right.
I mean really. He sees a 17-year-old stealing his tires or committing some other crime and his thinking is, "Hmmm, guess I should take this young man in?"
If Batman were that sympathetic he'd have taken in enough late-teenagers to start a foster home.
The Robin concept works best when they're young, misguided, and impressionable - as it draws a parallel to Bruce's own experiences. It hits a soft spot with him.
