Just because he's become the Joker, didn't mean he immediately became the Clown Prince of Crime. There's plenty of room to have an interim period where he's got bleached, but is still relatively "low level". Picks up the tats during that period as he's scheming and stealing and murdering his way to the top of the pack, possibly in indirect mockery of the tattoo styles amongst other criminals.

Of course, now its different. Now you have criminals who might not even *know* the Joker getting Joker tattoos, because they want to affiliate themselves to him and his legend at least loosely. Of course, if he actually does show up, those who wear the Joker's colors better be willing to follow the Joker's orders.

Yep. Gambol and Rachael hear stories. And Joker was going to tell another to Batman at the end. I think Ledger's Joker is so good because of the mystery element. I love how he appears out of nowhere like a wraith and causes mayhem.
