He's not even in full make-up and regalia and I love it.
 
The shade almost reminds me of the Alex Ross painting of The Joker and Harley.

Green skewing a bit closer to the blue side of the spectrum.

Good catch.

Green does seem to be rather vibrant. After seeing Leto with bleached hair and that manip that followed shortly after, I was kinda hoping for something more similar to lime green or dull color like in the TDKR, but I do like this shade.

I mean he's not exactly tan, but there's a light shining down on him that's washing out his skin tone.

White skin is a must, but it should be made to look like actual white flesh instead of just regular skin painted with plain white face paint. So make it slightly darker around the eyes, add a hint of blue veins just under the surface, etc. Anything to give his skin more texture and depth.
 
Can't imagine how awesome he'll look when he's actually wearing makeup.

They'll have to. White is a difficult color to work with because it drowns out finer details. The reason Burton could get away with it in '89 was because Nicholson had deep wrinkles that gave his face natural texture to contrast with the stark white color. Leto, on the other hand, has a disturbingly pristine face for a guy his age. Painting his face all white without some touch-ups to achieve a "natural" look would simply wash him out.

But he should be pretty damn white.
