Well, I'm not going to say that Lex losing his hair can't be done in a good way that services the character, because I'd be lying. If it happens, it happens. Won't hear anymore complaining from me.

I would actually prefer a Lex who actually had no issues with his hair, just chooses to shave his head bald.
I have a ponytail, my friend is military cut, Superman has an s-curl (no wait)..... And Lex shaves clean.

I think the obvious move is to have that great longhaired redhead Luthor, and show HIM losing his beautiful hair and having to get his hand amputated due to Kryptonite poisoning.

The evilness I can see explained more so than the baldness, though you can have one in the same. I would rather them show the city growing to love Superman over Lex. Lex is the one that built the city, inspired hope, and was seen as a savior. People inspired to be Lex. Parents were telling their kids "this is what you can grow up to be." Until Superman arrives and all that shifts to him and Lex gets the back burner. So Lex starts to resent Supes and sees him as the alien he really is as opposed to the bright savior.

But when Supes comes, I would like to see his hate develop exactly like you said and it pushes him over the edge. There needs to be a reason for Supes to hate Lex as well. Lex being a cruel person who has hurt people to get where he is can be that reason.

Either way they go I'm actually fine with. Weather he be a genuine and caring person before Supes shows up or weather he's a *****enozzle. If I had my pick though I would probably go your route and have him already be a punkspanker. If he would have been in MOS then they could have shown him helping Superman defeat Zod and Co. then in this one watch how the city turns on him showing his descent into madness. BUT since they excluded him, he should already be bad because I dont feel like waiting till MOS3 before we get a full blown Lex.
