I just feel like lex has been over used really the only villain that has been in almost every superman movie enough is enough we need a really cool villian for the next one you cant set a justice league movie up off of lex thats why he needs to be in the 3rd if warner bros wants JL to happen a story has to be made for superman to need the help lets face it JL has to be an invasion or some sort of villian that superman might just need help with not to save the planet but the entire universe

We need a TAS Lex. Big business and considering public office.

Yep. Lex is the quintessential greedy, narcissistic, non-empathetic, self-interested businessman. He IS a villain just on those characteristics alone. All the scheming, crazy plots, taking over the world, and attempting to kill Superman, are just unnecessary to make him a completely vile individual.

Just make him a typical businessman (Gordon Gekko style) and his villainy will shine through on its' own, and it will be a strong character to portray on screen. That approach to him hasn't been done in live-action yet.

Lex and Metallo.

Lex and Bizzaro makes more sense, since Lex only wants to compensate what he lacks against Superman. Lex doesn't want to team up with someone that is equal or superior intelligence to him. Matalo is basically a machine. It would look like a terminator or transformer fighting superman.

Basically, he's known for draining energy from his victims. Touching Superman would instantly absorb a sizable fraction of his superhuman powers.
