Banner is pretty used to going in hiding. In the comics, of course, they went Planet Hulk and wrote him out. While they may not do that, they might write him out.
Wonder where this puts Hulk. Thor at least can do his own thing if they chose to keep him out of this debate, but they're pretty set on the idea of Banner primarily as an Avengers supporting character. You'd think he'd be right in the thick of this.

I am utterly confused and befuddled right now
Civil War? No Cap or IM in Avengers 3? Dropping the plot threads from Cap 2? What happens to Winter Soldier??
I have to say, I might be on Ike Perlmutter's side ride now, because that sounds like an insane and stupid way to carry these franchises forward. I have faith in Marvel cuz they haven't really let me down yet, but damn guys, you're pushing it.
And if Avengers 4 ends up having Falcon-Cap and female Thor and whatever the hell else they're doing in the comics right now (as some have speculated), I will be skipping the film entirely.
Luckily I'll be, like, 40 by then, so I can finally just say "I'm gettin too old for this s*"

Cap 3, if it is a Civil War like event, looks like the perfect movie to include Banner. I will find it suspicious he is not included. I will assume that somethings happens to the Hulk in AoU if so.

Always thought, if a Civil War movie did happen, it should be after the fight with Thanos in Avengers 3
Then we'd have a whole trilogy of them being a team, and the way forward after that would involve the team splitting
CW's way more dramatic if the team is firmly established than if they are basically just casual acquaintances.
