It's not a plot hole. Reread Issue... 10? Or 9? Whichever issue where they attacked and destroyed the Triskelion. Was that just last issue? Ah, hell, I can't remember.
The Liberators' uber forces state that they've trapped in the Fantastic Four and X-Men in their respective locations. It's not a real big stretch of imagination to figure they got Spidey when he came snooping to see what all the commotion was.
The Liberators didn't do it. They were all at the main attack location. Their super deadly army, those superhumans in the suits, attacked and contained the other heroes.
As for the rest of issue 11... I didn't think it was rushed. It's a lot of action, told primarily through the comics medium as opposed to narrated through words, so it just seemed faster, just like in a movie an action sequence is faster than a dialogue sequence. These last issues are the action sequences, heh. I, of course, was insanely excited to get home and read through the issue, so... yeah, even with the delays, the series hasn't lost its strength. It's still going, and I can't wait to get a hold of the end.
Something I was thinking of, though, that struck me funny. Those first two pages with Thor, we saw in black and white a month or two ago. It's several pages earlier in this thread. What an awesome difference with words and colors added.
Banner's return was pretty nifty, and I knew it was him in the bottom spread before he starts talking. I liked the explanation on why Loki doesn't run rampant with his powers as Thor has. Heck, I just liked those first pages with Thor, heh. But the transition for Cap and Wasp getting to Washington was kinda poorly done. Obviously it's not "one minute later," but a little caption of "Five hours later" or something like that could have been added.
Other comments: It's obvious that in these last issues Millar is making heroes out of the other Ultimates. Think about it... Thor, Iron Man, and Cap are obviously the biggies, and have been through and through - until they're taken out in this arc, leaving us, when the Liberators attack, with Quicksilver and Scarlet Witch, both of who did a whole lot before going down. Wasp is the reason Cap is able to escape and we know now can hold her own in a fight... and they're hyping it up that when Quicksilver wakes up, he's going to go nuts on the enemy. Of COURSE, we all know that when Issue 12 hits, a lot of the "big" heroes are going to get their screen time, but I look forward to what Wasp, Quicksilver, and Scarlet Witch will be doing. Hate Millar or not, not everyone makes useful the lesser characters.
