He is a trained soldier, a stratigist and combatant, plus he has all that super soldier serum in him making him stronger and faster.
Didnt Hank squash Cap's ass in the first volume of Ultimates, Cap didnt see it coming but just like in any fight all it takes is one good hit. Cap might be the better fighter and would probably beat Hank 8 out of 10 times but Hank still has a punchers chance.
Despite these countries traditionally being enemies of America, they are responding to the actions of America so far as the comic's events are concerned. Fury has used the Ultimates team as a part of foreign policy, Persons of Mass Destruction, to attack and cripple nations with nuclear capabilities, and as part of the war in the Middle East. The Liberators are formed and attack in what is, pretty much, a terrorist action.
