Probably because the main character is male so it's geared to that character's POV and fantasy and that of the male audience to which it's geared. The love interest becomes the "prize". The reverse happens a lot in romance novels because those books are geared to a primarily female audience where the man is usually the prize (in terms of looks, intelligence, wealth etc).
As for Steve Rogers, he loved Peggy Carter so it's hard to see how his taste could be bettered, she's magnificent.
WRT, Carter, agreed, unless maybe she wore glasses and worked in a library or was a school teacher
t:; although I must say I LOVED how Carter tested Caps shield in TFA after Natalie Dormer latched onto him. Ya gotta love someone who takes her job so seriously. He sure didn't make THAT mistake again. 
Carter rocks.....strong and smart. Perfect.


, but one of the things that struck me what how much DD's voice often had that same "monster" tone to it. It was what actually got me to thinking about how similar the stories were. Like DD was an MCU BM (or vice versa, but BM did come first).
