In the comics Eobard is an obsessed fan of the Barry Allen Flash, and psychotic genius, he duplicates the incident that gave Barry his powers, goes back in time to meet Barry, but doesn't go back far enough and ends up in Wally West's era, in that timeline he learns he's destined to become the Reverse Flash and be killed by Barry, it drives him even more insane and after an encounter with Wally ends up being forced back into the future, he loses all memory of the incident but his former fanboy worship of the Flash is replaced with hatred.

Yes, I remember him saying he was born 130 something years from Present. So that's 22nd Century. I actually thought he was from 2400 or something cuz I think he always mentioned centuries. May be I am wrong.
