They shouldn't have made him Chen Lu then if they're not going to turn him into Radioactive Man. He could've been any other Chinese scientist - a completely invented one even. Why use the name Chen Lu?
Name dropping. It could just be for sake of a cameo or to give a sense of the wider Marvel universe within the MCU, even if they're not pursuing his story from the comics. Sort of like Maria Hill in Avengers. She was a supporting character in the movie, but apart from being critical of Fury they didn't really pursue her wanting to take over or hinting at anything Skrull related.

Supposedly people on set said Mandarin's henchmen were a pair of "twins". My guess is that doesn't mean actual brothers, just two guys who look alike and work as Extremis-powered assassins for Mandy.besides all the stuff about China, the film is bulging at the seams with villains already.

The Extremis-enhanced bad guys under direction of Ben Kingsley’s Mandarin villain are going to be too much for Tony to handle on his own, so he thinks ahead, thinks big and has a plan. Tony’s about to go out and fight some bad guys when he mentions the Mark XLVII to Pepper Potts. Pepper asks what happened to the other forty and Tony just smiles.
From the cockpit of Mark XLVII Tony is able to control multiple armors in battle. We over here at LR have been vaguely aware of an action scene where Tony was going to control multiple Iron Man suits (presumably they look similar to distract his enemies as to the location of kill-able Iron Man Prime), but the number 40 seems…awesome. 40 Iron Men.

So you've got Mandy, his "twins" (Coldblood & Firepower), plus Extremis being sold on the black market
The Chinese lead they've been looking for has always been for a role that was a Chinese scientist, and an old friend of Stark's, who helps him out. Radioactive Man has been a "hero" with the Thunderbolts for a while now anyway, so it's not like ignoring the villainous stuff is a huge bastardization anyway

Not exactly mutually exclusive concepts.I might be the only one, but I think that is horribly stupid. In trilogies, the third movie should up the ante on an emotional and personal level, not just effect wise.
