Yeah, cause he's not the guy who shot Barbra Gordon, then took pictures of her. Or who beat Jason Todd to death with a crowbar just cause hey, beating people to death with crowbars is fun. Or shot Sarah Essen without even knowing who she was just cause. Or who has killed most likely thousands of people over the course of his criminal career just cause he finds death funny. Oh wait, he's done ALL of that. And gassing Gotham, then making a funny comment about how the "comedy is in the timing" when a newscaster is asking why he (the newscaster) finds guts so funny now is totally something Joker would do. As is taking time to personally have some fun with 3 of Batman's friends and his worst enemies, just like he did with Jason. Hell, even in that Gotham Central page up there he beats a cop to death with a phonebook, while laughing and making jokes about it. Saying Joker isn't violent is incredibly stupid. And even in those Batman RIP pages he is making jokes, in fact, a third of his three lines are jokes. Even telling the pyshciatrist that all he sees in the ink blot is "another pretty flower" could be considered him making a smart ass comment, as everyone knows that's not what he's seeing.
