Well no, because there is enough leeway in the design to not absolutely place it within an older era. The design influences are clear enough, however how it pictures with the setting (which we haven't seen) is still an unknown variable that could feasibly alter its presentation.How the characters dress is part of the environment. And if it's a science fiction world but the costumes are like that, then it would be like having Gandalf wear a Starfleet uniform in LOTR.

For example, the Keaton and Bale batsuits tend to look very cheap, odd, and completely silly in real light. However when filmed under the right circumstances and placed within a complementing atmosphere, it evokes a far more menacing and threatening aura.
