I think the reason Lex works so well as a corrupt businessman, and why I prefer that interpretation, is that it better compliments Superman.
It's basically like Lex is the representation of everything Superman is against, and fighting to eradicate.
If he's just some criminal, or a mad scientist type... why is that such a big deal for Superman?
But to have him be literally in charge of a lot of the things that Superman has to deal with on a daily basis; to be the man behind most of the injustice and corruption and dirty deals and covered up murders... well that has a lot more meaning to me in terms of how powerful an arch nemesis he is. It makes more sense.
