To be fair, her powers are kind of reinterpreted whenever she appears in the comics. After all, she was able to use her powers to strip the majority of the mutant population of their powers just by saying three words.....pretty safe to say she can do whatever she wants

Ive been reading books for years and her powers always confused me. They are pretty open to interpretation based on whomever is writing her
Add me to the list of having no idea what she can do with her powers in the comics, maybe Joss is with us and just chose new powers.
It would definitely be easier for the general non-comic reading audience to grasp and understand
Giving people hallucinations is definitely not something she's been able to do in the comics, but it may be a slight takeoff on what she did in "House of M," which was to put all the characters in another reality. This made no sense to anyone who had read the comics before, because she was never that powerful. So a lot of us just assumed she was doing some kind of illusion spell, and that might be the inspiration for her having that kind of power here.
On the other hand, if the visions aren't just illusions but glimpses of a possible future, then I don't know what her powers are exactly. But it is true that her powers fluctuate a lot in the comics from writer to writer, and Whedon can make up what he wants.
Anyway, when discussing her power levels in the comics, just ignore House of M. She was never that powerful before, hasn't been that powerful since, and it was retconned into being her possessed by big cosmic power thingie. Unfortunately it's the only story with the Scarlet Witch that many modern readers have read, because it was an entry point for many readers and she was banned from the comics for many years thereafter. But hopefully she won't have that kind of power in the films, ever, and it won't be nerfing her, it'll just be correcting House of M's mistake.
