If bane was successful in unleashing that program and he wiped out the financial and other records of everyone (remember the stock exchange is on a global network) it would explain why the military hasn't been in force in Gotham because bedlam has broken out everywhere.

Sorry if this has been noted before, but I think the Grayson shout-out at the football game is simply the player's name we see in the trailer: Ward.

Ward is Hines Ward, a former Wide-Receiver of the Pittsburgh Steelers, many of whom played themselves for the Gotham Rogues shoot in Pittsburgh.

My favorite part of this 3-page update, is the info on the random Gotham Rogues player. It's such insignificant stuff but it really feels like a functioning universe, reminds me of how awesome the old Gotham Times papers were.
