That's not an animatronic, it's ****ing clapping way too fast.

Not animatronic, but an animatronic head with furry gloves worn by a midget. Like old school movie magic rather than CGI.

I figured out what it is - it just seems to have more weight whereas the film's Ted seemed to have no weight to it which makes it come off as odd to me. Granted, the film had more time with the effects than this did. It's like the movie Ted weighed 10 pounds or less whereas this weighs about 50. Hard to explain.
