It's interesting.
Difference being that the first official Joker pic bore very little resemblance to the final design in the film. The complaining would have no doubt sustained, had Nolan kept that horrid make-up design in.
I don't think that will be the case here. What we see is what we'll get. And I'm not a follower of the character, but does he use Stark's tech in the comics too? I feel this is repeating the first villain, regardless of comic book accuracy.
I was one of the biggest detractors against that pic, and trust me, I did not just magically grow to like it. The above looks like Heath after a really bad night out. TDK Joker has no immediate resemblance to the actor. The way the lipstick is applied and the severity of the scarrings, are much more appealing in the film.Huh? It looks exactly the same as what we eventually got to me:

Yeah, I'm hoping it's just a prototype as well. As is, it looks too bare-bones to be of any significance.kinda disappointed i kinda expected a bad @$$ looking suit but maybe they will add some Cgi to it or it is just a prototype.

Here's my bet:
Ivan Vanko is an inventor. He's jailed because he sells weapons at the Black Market and blames Tony Stark, who uncovered him as Iron Man. In prison, he develops the whips and, after escaping, adquires an copy of Stark's reactor at Black Market (Hammer has been selling them) and use it to energize the whips, attacking Stark as he's attending to the Grand Pix. Stark becomes Iron Man and fights Whiplash, eventually beating him.
Whiplash escapes, and is eventually found by Hammer, who gives him the technology and the money to build a better armor and get his revenge (Distracting Iron Man from Hammer's conspiracy in process). Vanko develops an better armor and attacks Iron Man again, this time, beating him, but not killing him.
In the ending, they have one final scuffle as Iron Man and War Machine battle Hammer, Whiplash and Black Widown. Whiplash dies/goes to prison.
Actually, looking at the hi-res picture, there's a guy on the very right who looks like a pit crew member in what looks like the same orange jumpsuit. And with the helmet laying on the ground behind him, it looks like this may be a surprise ambush by Whiplash

I think it would be smart if we fans dial down our over-inflated expectations and preconceived notions a bit.
