I think you are assuming the general movie going public is more intelligent than they really are.

It should make you take notice and want to see more. Do you really think the general movie going public are going to remember this teaser five minutes after seeing it? Most are going to go "WTF was that about? oh well" and then be overwhelmed by the next trailer that comes on that slams them with visuals.
Im not judging the movie, we really haven't even seen a trailer yet but I think the teaser was a fail Im excited for this movie and it did absolutely nothing for me.
You don't need to appeal to everybody. A billion dollar movie is one which sold 100 million tickets.
The trailer is underwhelming because it is completely indistinct. It could be selling anything from the Discovery Channel to cars.
Well for a big budget movie (though I don't know the budget of Interstellar, Im guessing it to be in the 150 to 200 ballpark) you'd want to appeal to more than the art house crowd, which is what this teaser came across as to me.
Dude, it's Chris Nolan, he purposely leaves things indistinct in his teaser trailers. And this isn't suppose to sell you on the movie, it's suppose to plant the seed in your mind about its themes. The 'selling' part will come later. What he's done here isn't anything new.
I don't think that having the barest of intellectual sparks makes you part of the art house crowd.
This is a Chris Nolan movie, with a story from Kip Thorne. It's not going to be Transformers.

The funny thing is that, as with Nolan's other films...once we see the film itself, we'll be able to go back to this initial announcement teaser and its meaning will probably be crystal clear.

I believe that is the case. As craig has said in a couple posts this weekend, the teaser basically gives away the reason for the space mission in the film. That's a pretty big plot point and it's sitting there smacking us in the face, but a lot of people won't realize it until they see the film.

Yeah, well excuse me if I'm not overly enthused by rehashed stock footage. The Inception teaser may have been vague as to what it was about but you wouldn't confuse it for anything else. This was just bland.

Could they have foregone this teaser all together? Probably, but I am glad that it exists.
