They seem to be implying the don't want Mendes back. That they want to change every film.
That's an arbitrary rule and there can be exceptions.. It's not like I want Mendes to pulls Glen or anything..
But from what I've read, Mendes was exhausted from the production so I don't know he wants to another in a row. Plus he did mention he's done all the stuff he wanted to do with Bond.

Q can turn into Topher from Dollhouse, Craig's Bond will probably become Adam Baldwin more than Nathan Fillion, Moneypenny will probably be Willow or Fred, and Ralph Fiennes' M will be Giles or Wesley. At least we'd get more focus on the Bond girl though, who would be written as a strong character but not the cliched "Bond's equal" schtick.
