He was actually. It was just reversed for TDKR. In the comics he trains under Ras some years after he broke Batman's back.
sounds like they're really going to play up the inferiority complex with electro, I just hope they don't make him TOO pathetic to the point where he ceases to be intimidating like hector hammond in green lantern. over all I like what I hear, sounds like it'll make for an interesting character.
He will probably flip out like DeHaan in Chronicle and start destroying everything, who knows?

Yeah, this is like the first villain Spidey has to face where his brute force and webs may not do ****, and he'll have to put on his metaphorical lab coat to figure out how to beat him. Insulated based webbing, utilizing water in order to stun him, etc.
