Indeed, Peter is not a power house. Though he has been pumped up from a class 10 to a class 15 (not sure if this applies after BND), he is still outmatched by quite a few characters, in terms of strength. I do however, feel that despite Spidey's position as a street level crime fighter, he is capable of dealing with far larger threats. A combination of precognition, immense intelligence, veteran skills and remarkable reflexes, have contributed to making Spider-Man a formidable opponent regardless of his physical short comings. Spider-Man is second to none in the 616 when it comes to field experience. While some heroes only come out for big threats (Nova, Fantastic Four etc), Spidey faces down bad guys regardless of the size of the challenge. So I agree that he isn't in league with the likes of Hulk, Thor or even Iron Man, but he is far from being 2nd tier also. I'd say he is more like the bottom five of the top tier.
I think that the film ditched things like Spider tracers and Web shooters, because there is no way to make Peter Parker appear to be financially destitute (which is why he first became Spider-Man), while at the same time having him create compounds and devices that would cost thousands to tens of thousands of dollars. Comic fans tend to have a greater sense of suspension of disbelief, but movie fans (critics) are quick to complain about things. At least that is my best conjecture. I too was disappointed that he void of his famous (and forgotten, until BND) tools of the trade.
