Speed is crazy cheap as far as super powers go. It's pure green screen, but you don't have to care about the edges, because they're blurred. For static shots you just have to make a relatively nondescript blur as they pass, appear or disappear. That slo-mo stuff is difficult as it requires a lot of setting up and some great realistic CGI.

Yeah, but it's been several years since the first Flash appearance on Smallville. TV spfx have come a ways since then. If the shows ads (with footage other than from the pilot) and the pilot are any indication the effects should be fine.
