I've seen some theory that Wally was added to the show as a "just in case" situation. That situation being that Warner Brothers decides to get a hair across their ass and tells the show that Barry is off-limits starting with the '17-'18 TV season. That getting Wally in now would give the viewers a season and a half to get to know Wally before they would make the switch at the end of next season.
Can't say I can complete rule that scenario out because we know how Warner Brothers is with their embargos.
I mean Arrow had been building Deadshot up for 3 years for this season as a connection to HIVE and clearly plans were changed including making Diggle's brother still be alive. Now I know Deadshot was just a recurring character but still they had been going on and on how both the separate tv and movie universes could work, yet then they killed a recurring character off because of the movies.
