I ask because I think it would be interesting if Nolan included Oswald Cobblepot into the 3rd film as opposed to "The Penguin", lol.......

I'm pretty sure ..'Cobblepot has been officially declared as his real name or at least a real alter ego.

Lord knows how anyone can look at this picture and not be happy with Heath's Joker. This is the epitome of Joker iconography. It's a modernized version of Bob Kane's Joker.
