So my thoughts on Rykin Data Corporation and their Data purging program:

1. Either the film will end with Bruce being able to remove his digital identity from any database in the entire world and genuinely start 'anew' somewhere else. (Highly unlikely, to me)

2. Rykin Data has created a program that Bane can use as an equalizer - effectively nullifying financial gains and disparities between classes. The rich have no proof they were ever rich, other than their belongings. And the poor have no history of ever struggling. Everyone is on an equal footing. Again, this is assuming Bane can utilize this technology on a large scale.

Just some thoughts, anyone else?

Maybe he uses fears of the Harvey Dent Act being a precursor to Martial Law or a police state to turn the poor against the rich.

Yeah I think my 2nd thought it probably the most likely use of a program like this - otherwise why would they even indicate it being in existence?

But then, where does the nuke/earthquake machine come in? Maybe Bane wants to decimate the city, pop all the digital records with Rykin's programs, and then let everyone tear each other to shreds to be the top of the food chain before rebuilding Gotham in their vision?

Seems sort of strange...

*Edit* It actually is starting to make more sense to me now, in retrospect. Say Bane demolishes the entire city with his doomsday device (be it a nuke, EQ machine, w/e), there will still be millions of records online and stored in databases following the physical destruction of Gotham indicating the financial boons and possessions that any individual might possess before the disaster.

Using Rykin's technology seems to be the final point of erasure, because he can demolish all of the physical possessions and homes/buildings/businesses that the rich citizens own. And then erase their prosperity digitally with Rykin's technology.
