I think it's a combination of things, but not Ratner. Ratner was brought in to direct the film, the script had been written already. Directors are paid by the producers to direct a script, with time and budget constraints, I doubt Ratner would be able to walk into the producers and say, "let's rewrite this".
I'm as pissed as anyone that they've made a mockery of this film, but I think it's wrong to blame this on Ratner. I think he honestly tried to do the best job with what he had.
