I kinda feel like Olicity isn't the only thing that has changed the way action is done. Yes, more relationship drama can interfere with physical action, but keep in mind, after season 2, Oliver was no longer fighting alone consistently, so in a way, those fights need to incorporate both members, or in the case of this season, all four members.
But with that said, the happiest I was this season was the start of the episode after the winter break where Oliver was going on a tear after Felicity got hurt, and was taking down dozens of Ghosts on his own, looking for answers. And story wise, it made sense for the old Oliver, who was willing to kill, to come back because he was in great distress. But I feel like Oliver has kind of lost his balls this season, and it has definitely been a huge point since he's been shown to struggle against enemies on numerous occasions. And it's quite a stark difference when you compare to who he is in the flashbacks, although it's ironic how toned down those are as well.
