I'd forgotten how terrible Rocksteady's character designs were. Not just because of the weird over-the-top choices (Poison Ivy's grass thong, Catwoman's incredibly low zipper, Penguin's glass-in-the-eye, Joker's extendo-smile, Harley's I'm-never-going-to-wear-the-f$%^ing costume-I'm-known-for, wrestler Gordon, trying-to-pull-off-bada$$-so-much-it's-adorable Robin, everything about Bane - pick anything really, Mufasa-Ra's Al Ghul (seriously, just try to tell me he doesn't look like a lion), what-the-hell-is-up-with-my-outfit Talia, etc.
There are some gold nuggets there - Mr. Freeze, Clayface, Killer Croc, Mad Hatter, Scarecrow, Hugo Strange are all perfect.
But even more embarrassing is that the bad designs violate the rule that everyone knows - always have your character designs match the design of the setting. And the design of the setting is this creepy, Gothic, at times almost eldritch Gotham, which is dark and twisted and foreboding. And yet so many character designs don't match up with that at all, right down to the super-chunky wrestler mooks. It's like watching a Mickey Mouse cartoon where the backgrounds are all taken from Escher paintings.
Arkham Origins of the other hand, at least had character designs that flowed seamlessly into the visual design of the setting.
