Why does he have to be? I don't follow the logic behind that. If someone else can freeze time before he activates his power, then he is frozen too.

Hiro freezes time. Time has stopped. Hiro should not be able to move or do anything at all. So he has immunity to whatever power freezes time.

Peter copies said power. He has the immunity as well. Power immunity has kinda been gone over with Claude and Peter.
