I'm not quite sure WHY it was named 'Tom Welling'..but it's basically for the gray area that we don't have an exact infaction for. The 'Welling' infraction is not used very often.

There should be an infraction that posters should be able to inflict upon mods. Like a Hype no-infraction (no prize). Then at the end of the year, the mod with the most infractions could be burned alive.
