Stephens and Ramirez were CLEARLY nods to Bullock and Montoya.

In that case, Ace youd be talking about Wuertz, who was a fat slovenly surly bastard, and was Ramirez' partner. Theres not one scene of interaction between Ramirez and Stephens.
 
1. Why Waller? She's more a Justice League or Superman character than a Batman character
2. I can dig the Black Mask, just not as the main villain. Batman's Rogues Gallery is too good to have the Black Mask be the follow-up to the Joker and Two-Face
3. As long as the Harley Quinn character itself doesn't appear, I'm fine with a cameo from Dr. Quinzel. Although I don't know why she herself has to be used, when Hugo Strange would fit perfectly and play almost the same role (once again, as long as the Harley Quinn persona doesn't appear)
4. It's going to be either Talia or Catwoman in the next film - Bruce's two biggest love interests from the comics that are essentially the anti-Rachel.
5. I really don't know why Bullock hasn't appeared yet
6. Why throw the Penguin under a bus like that? So much potential...
7. I'd rather not feature Barbara Gordon that old. Because if that happens, every ******ed fanboy and his mother will be going "Well if they did Batgirl, they can do Robin..."

1. Waller is a "top goverment official" in the comics. You can have a hospital blow up in the city without the goverment getting involved.
2. The black mask will work if you look at it from a continuation story perspective.

4. I would go with Talia for the next one. Save Catwomen for the next series.

6. Indeed he does. My story line will introduce him and hopefully have fans wanting more like Zsarz in BB.
7. No Batgirl! Just Babs. Her purpose is in this story line is to give Bruce inspiration to stay grounded in reality. Bruce loved his family. We all no he can and will not ever have a real family. So Babs, Alfred, and Fox becomes his extended family.

Here is my brainstorm ideas kinda put together:


Let’s say at least 2 years or so has past since the Joker’s mayhem in Gotham. In this time, the Batman has kept a low profile and has only come out when absolutely necessary. Gotham City is torn in two. There are those blaming Batman for the chaos and disorder; and those who believe that Gotham was already in chaos and the Batman had saved them and can continue to protect them and the ideals of justice and order. The criminal world is in a mad scramble to rise again. This time Gotham City is the stage where the Villain’s plan is to bring a nation down to its knees.

Bruce Wayne/Batman is suppressing the fact that Rachel was indeed his one hope for a normal life. However, he is desperately looking for some inspiration that will keep Bruce Wayne grounded in reality. While visiting his parent’s grave as Bruce Wayne, he remembers that his family was the greatest thing he had ever been a part of. It was the dark side of Gotham that nearly destroyed his life and he can’t let that happen to Gordon’s family. While visiting the grave as Batman, he realizes that some of what the Joker told him was true. He has changed things; and there is no going back. He realized that Harvey Dent wasn’t the people’s only hope and that the Batman can be the enforcer that will keep hope alive and not let the evils of mankind reign supreme again. So Bruce sets out to help Gordon’s daughter find her way. Batman sets out to bring down the False Faced Society (the organization trying to bring a new order to the U.S.), and to find out who is heading up the League of Shadows (the suppliers of guns and military style weapons).

The President of the United States is up for reelection and is in desperate need of some positive press. His war on terrorism took a hard blow when the Joker and Batman nearly destroyed one of America’s largest cities. His Chief Advisor (Amanda Waller) suggests to him that capturing the Batman and exposing the major players in the weapons smuggling operations will give him all the positive press he needs in order to be reelected. So they stage a trap for them by secretly and underhandedly empowering a British arms dealer (Penguin) now operating in Gotham under the direction of the unknown leader of the False Face Society.

Commissioner Gordon personal life is now a wreck. He and his son are on the side of Batman. However, his wife and daughter hate him because they believe he was responsible for the chaos in Gotham. Gordon only regret was not listening to Harvey in regards to Weurtz and Ramirez. He wants his family to trust him and believe in the direction he is going. He is determined to establish Gotham’s Finest as the best in the nation. With all the new donated equipment and intense training, anti-batman citizens are wondering why the Batman is not in Commissioner Gordon’s custody. His alleged alliance with the Batman has forced the Federal Marshal to assign agent Bullock to the MCU.

Harvey Bullock has been assigned to make sure that the Gotham Police doesn’t apprehend the Batman while he is trying to find the head of the False Faced Society. He reports directly to Amanda Waller. He hates this assignment because he feels the Batman should be taken down immediately.

Harley Quinzel is a respected psychiatrist who treats wealthy and powerful clients. One of them is a powerful business man named Roman Sionas. She believes that Roman is in desperate need of treatment because of his growing obsession with power. However, she gets sidetracked with Commissioner’s Gordon’s wife and daughter. Roman plants surveillance devices in Quinzel’s office in order to get useful information on the other patients.

Roman Sionas is a Gotham business man who once interned at Wayne Enterprises under Mr. Earl while Bruce was away. Some of Roman’s investment firms and charitable foundations were exposed as failures and shams when he tried to form a partnership with one of Wayne Enterprises covert businesses organization (Headed by Mr. Reese). His other businesses are beginning to fail and his power is slowly slipping away. He begins to blackmail Dr. Quinzel’s clients for money and favors. Those who don’t pay up…he has them killed! He discovers all about the Two Face cover up. Roman believes he can blackmail the Mayor and Gordon and have Gotham City for the taking. He knows that Batman is the only one who can stop him. Roman also believes that Bruce and Gordon are in alliance with the Batman. Therefore, Roman and Bruce have a very intense rivalry on all levels.

Talia Al Ghul and the League of Shadows are supplying the weapons to the Penguin. She comes to Gotham City to witness the fall of the city, its favorite son, and the nation it belongs to. She knows Batman’s identity. She also knows the Black masks identity. She begins to play Roman and Bruce with the intent to fuel their war. However, while there she really falls for Gotham City’s complex and determined hero.

Barbara Gordon resent the fact that her father appeared to have loved his son more than her. She begins to rebel and hang out with the wrong teenage crowd headed by a young man named Boone. She gets involved with cyber crimes and hacking for fun. Bruce finds out and secretly tips off Gordon. Gordon hires Harley Quinzel to counsel his daughter. She goes on to tell Dr. Quinzel all about the night “Harvey Dent” died and how they placed “Two Face” secretly in Arkham. Bruce hires Babs to work for Wayne Enterprises in order to mentor her. Her trust in Bruce grows; and so does her admiration and school girl crush. Later, she is tricked into thinking that her old cyber gang is going to trade and buy some new gadgets with another cyber group. This is how she meets Matches Malone when he saves her from getting killed while the group tries to swap cloned credit cards and phones for some weapons. Bruce’s Malone cover is now blown before he could have the Penguin taken down and before he could discover the identity of the False Faced Society Leader.

Key points and scenes that I think should be made in Batman 3:

  • Barbara, Talia, Bullock, and Whaler will all have to decide at a critical moment if they are going to trust Batman and allow him to do what they know to be right. This includes Talia helping Batman, Lucious, and Babs shutdown the W.O.M.D. in Gotham and Washington.
  • Also, Barbara allowing Batman to rescue her during Roman’s assassination attempt on her and Coleman Reese’s life. In this scene Reese never reveals Batman identity. He sacrifices his life so that Batman can save himself and Barbara. Batman has to hint to Barbara that he is Bruce/Matches in order for her to trust him to save her. Similar to the BB scene with Rachel in the Narrows.
  • Bullock and the federal agents will stand gun to gun against Commissioner Gordon’s unit in the third act. He will have to decide whether to take Batman down or allow him to try and disarm the Gotham weapon manually. Once he chooses, Gordon and Bullock will assist Batman by taking out the False Faced Society and League of Shadows henchmen.
  • Waller will help cover the trail that leads to Bruce and Wayne Enterprises. She will shift it to Roman and his business. The trail being that the C.I.A. had information that someone or some organization was buying parts for military style boats and aircrafts.
  • They should include a scene where all these characters attend the Citizen of the year banquet in honor of Bruce Wayne. Talia and Barbara meeting at the banquet is a strong key because Talia will see how Babs treats her father and will offer her some advise on the whole father daughter relationship. Then, Talia will listen as Babs confide in her about Bruce. That innocent school girl crush sparks the desire in Talia heart for Bruce. Bruce and Roman must have an intense scene in which both men square off in a civilize manner. In the end, Bruce leaves with Talia who came as Roman’s date.
  • Talia confides in Bruce about her hate for the Batman. When she speaks, she mentions things that tip Bruce off that she knows he is the Batman. It will also give us a hint that her father may still be alive because the information is personal and could have only been revealed to her directly from Ra’s. Later she expresses to Bruce why she changed sides and how she now understands how her father first came to love Bruce.
  • Dr. Quinzel will receive negative press due to the information of her clients getting into the hands of this terrorist organization. She has to take on a job as a criminal psychiatrist at Arkham. The next to final scene is Harley walking through Arkham. Just before she enters a patient’s room, she hears that phrase “well hello beautiful” from another cell. The credits role.
  • After the credits, we see Batman standing on top of a gargoyle. The caption says two months later. The bat signal lights up. He connects with Gordon using his earpiece. Gordon says there is trouble at Arkham. Batman says “I’m on it. He steps off of the gargoyle onto his Bat plane (first look) which was quietly and discreetly under him. He links up Barbara who is in the bat cave and requests the video surveillance to Arkham. Then he flies toward Arkham.
 
Batman's still supposed to be a young man. Babs and Dick are most likely still in elementary school.
 
Nolen did a little age accelaration for Gordon's kids from BB to the Dark Knight. A tad bit more want hurt.
I didn't notice any age shift, but if there was it couldn't have been more than a few years, which probably covers the span of time between the two films. You're suggesting Nolan age the daughter at least 10 years.

I mean, Batman's got Alfred and Lucius in his corner...why would he need a kid around?

I get that he's willing to 'be the rogue' from the end of TDK, but I think reckless endangerment is a bit much.
 
its a little more but i like the rest od the story, the post credits scen is a nice touch, maybe get rid of the batplane though, replace it with the batpodor moblie

Yeah he's got Lucius, Alfred, and Gordon; but he needs the person that can keep him from doing the wrong thing when taking someone down.
As for seeing a bad guy in the movie I'd love for Johnny Depp to play the Riddler, Kate Beckinsale for Catwoman, and have a seen wear we see Harley Quinzell (sorry if I spelled it wrong.) sitting talking with the silhouette of the Joker. They could also have Talia Head as Bruce's love interest and allude to her involvement in the League of Assassins.
As i said before Two Face is more than likely gonna come back and I would love to see how not only Bruce and Gordon try to handle this, but the rest of Gotham as well. This could really show the reason for the Bruce needing a Robin. I'd also love to see DC do what Marvel is doing and have a seen with Bat's conversing with Supes (Tom Welling) atop a building because Supes is afraid that Bruce maybe going to far with how he is dealing with the criminals of Gotham.

On one hand he needs someone to continue his legacy but robin might seem silly in nolans universe. All I can see working is orphamed robin running around gotham as a vigilante but batman stops him , tells him its too dangerous. Then at the end batman is hurt or trapped under something and robin shows up to help him out. Then batman considers taking robin under his wing.
 
If anything, Robin could be used as a means to show Bruce that he's failing as Gotham's protector. I could be wrong, but I think it was in TDK that Bruce said he had been trying to stop those two bullets (the ones that killed his parents) all his life. Picture Bruce dropping the Batman persona in Batman 3 like Peter Parker did in Spider-Man 2. If Dick Grayson shows up and his parents are killed, it could be used as a reason for Bruce to put the cape back on. Dick really shouldn't be a major character though, one or two scenes max.

Not to criticize, but thats an awful lot like Batman Forever

The best thing about this series of Batman movies is that the villains are really genuine and justifiable. That’s why I believe that anyone of the villains in Batman’s rouge gallery will do well on the big screen as long as the story and acting gives them merit. They push the Joker to the limits leaving people to wonder how in the **!! it got a PG-13 rating. That’s why I believe the Black Mask can work. The joker was the Batman yang. Roman Sionas can be Bruce Wayne’s opposite with one added level – Sionas gets worse when he puts on the black mask.

I don’t want to see any sidekicks in this Batman series either. But let’s face it, the wigs at the studio are going to pull them off the bench sooner or later. The DK was as dark as a Batman movie is going to get. So naturally, when you have the Bat trying to redeem his name and rep in the 3rd installment, I believe it has to have a lighter side. That is why I say they should introduce Babs in the 3rd movie, but not as a sidekick running around with Batman. And for God sakes, I not talking about some bubble headed teenage girl. After the DK success, I trust them to get a serious actress who can hang with the adults on screen. So the end result should be a great movie with a villain that can push the 3rd movie to the edge of darkness and a person known to be one of the “sidekicks” that can bring in the lighter tone for a movie aimed at bringing Batman redemption.

But he's not trying to do that at all. In fact, that's what he's trying to make sure doesn't happen. Given that Gordon's words at the end of TDK are true, Batman is going to make sure that everyone thinks he killed those people so that Dent's actions wouldn't be exposed and to make sure the Joker doesn't win.

- Catwoman is not a vengeful feminist psycho b***. She´s a burglar, first and foremost. She enjoys the thrill and danger of the crime, which makes her the perfect opposite that attracts Batman.

- For the love of God, ENOUGH with insinuations of superpowers, nine lives, all that kinda crap.

- Now that Batman is chased as a criminal, she´s in the perfect position to try and lure him into her world, which of course he still repels, but it´s not what the world thinks.

If they use The Riddler:

- Enough with Frank Gorshin impressions. Bring in the cold-hearted intellectual, a character that would be perfect for Nolan´s notorious love of cerebral and intricate plots. Construct the very plot of the movie like a huge puzzle, just like The Prestige was constructed like a magic trick. Without pairing up, they´d complete each other, for one would challenge Batman´s mind and the other, his heart.

If you don´t use either, The Ventriloquist or Zasz would be cool, given that they were never used in the movies before.

He had only a very brief cameo. He wasn´t used as in truly explored.

Mr. Zsasz, is a B list villain and doesn't have the muster to carry a storyline by himself. He is a greatly written character in the comics, but he would be reduced to just being a cold blooded killer, filling up screen time.

..and his B storyline was being the antagonist leader of sorts of the Arkham escapees. Honestly, why delve into the psyche of a character the average viewing public is barely aware of? Most people may just think he was created just for the movie.

A lot of people probably thought about the same for the Scarecrow and Ra's al Ghul.

That was barely a C storyline. The Scarecrow was more of a B storyline.
