The line is about Bruce himself. It's not some veiled reference to Robin (who for some reason is the same age as Batman) becoming the Joker. Using that line as "evidence" is tenuous at best.
The fact that I agree with Astro and Broseph on something makes me want to punch myself in the face, but this is a pretty stupid theory. There is literally no evidence that points to The Joker being Jason Todd. None that makes any sense or isn't a complete reach anyway.

Plenty of late 20s-late 30 year olds have eye/mouth/forehead wrinkles. As for lack of eyebrows, that's not really an age thing.Leto made up as the Joker doesn't exactly look all that young guys. Yep.In the movie Leto looks like he's in his 30's and Bruce looks like he's late 40's and maybe even early 50's. Leto could easily be playing Robin regardless of his actual age.
