If they're intent on building up Zoom as being bigger and scarier than RF, having Zoom find a way to bring him, or at least a visually and equally powerful facsimile, would do that. Zoom does have acces to two Earths and possibly the timelines of both, and nothing would feed Barry's Speed Force more than a rematch with his classic arch-nemesis.
