Traditionally, comic book artists never tried to make the Hulk look like Banner.
We have the opposite in Avengers; Ruffalo's hair appears longer than the Hulk's. This makes even less sense to me. Everything on Banner expands when he becomes the Hulk--muscles, bones, etc. It would make sense that his hair looks a tad more wild and flailing around than mild-mannered, neatly coiffed Banner's. (Just as it was portrayed in the comics.)
If we're okay with Banner's skin changing color, then why shouldn't his hair change color? I'm just not a fan of a Hulk with gray hairs. Rufflao has brown eyes, but the Hulk has green eyes (as it should be).
This is all very minute in the grand scheme of things. The movie looks amazing and the Hulk looks incredible!
I understand your point of view. To me, the hair length looks about the same. But you do have a point re: the hair change vs. the skin change.
