If you look at the total list, it's quite intriguing. MOST of the characters have been or will be featured in TV shows or films that Marvel at least has partial control of (Legion and Spider-Man would be the ones that fall under partial control). I've marked all those properties in green.
And then there are the small number of characters that haven't yet been mentioned in association with any TV shows or films but are controlled by Marvel. Those are in black. The ONLY. The absolute only character on that list that Marvel doesn't have a stake in (as far as we know) is Silver Surfer. It's fairly glaring from that point of view.
There are no Wolverine or Deadpool or Professor X or Jean Grey or Reed Richards or Dr. Doom or Magneto etc. etc. etc. videos, but there is a Silver Surfer video.
That certainly doesn't 'prove' anything, but it does raise an intriguing question. Why is Silver Surfer the one, unique outlier that goes against the trend of every other character on that list?
I have no answer for that, and until we can come up with an answer to that question, it is an intriguing mystery.
