No he probably isn't sadly(even though he should and could be). But that doesn't mean he should sound like what he sounds like in that speech.

No dude, that's Henry Silva doing another accent for Bane, but this time, it's not as over the top like his first appearance in BTAS.

Comparing the way he was in Bane, to over the edge, I don't hear anything but an american, in Bane episode from seaon 3 obviously heavy hispanic accent, which was distracting, imo. Never seen Gotham Knights.

Yep. All of Bane's voice interpretations save for Batman and Robin have been great.

For some strange reason a though popped in my head (don't take it seriously though if you think it's silly).

Is there a possibility that Bane is impersonating somebody else's voice? Maybe another character has a voice like that (I would guess that would be the mad scientist) and he's making fun of the voice.
