To be fair, it mostly works for TVD, so maybe they thought it would work here to.
Unless the love interest is interesting and awesome in their own right. For instance, both male leads on the Vampire Diaries, or Eric from True Blood. Laurel COULD be that way, but hasn't really been given the chance, at least not yet.

I think it has a lot to do with the way she's been characterized on the show. Felicity's character is allowed to have more fun and be more cheerful/witty than Laurel was due to the premise of the series.
If they really wanted Laurel to be a fan favorite among many, it would have been better if she didn't start out as a jilted lover of Oliver's who was cheated on by him with her own little sister, let alone a person who didn't screw over Tommy (in more ways than one) as well.
Felicity has been pretty much free from all of that melodrama and has even been let on in the secret, which allows her character to be more useful.
I hope this season they make him look more like the Arkham Origin design. I'd even be satisfied if they just slap a mask on him.

I agree, the second half of the season really didn't help the character as Laurel was being shoehorned into central plots more and more by behaving in an eye rolling manner because she had no knowledge of who Ollie really was, so there was no way to fit her in organically.
Then they went and made Tommy the most likable character on the show and she treat him like crap and then jumped on Ollie's arrow at the first opportunity, taking her from mildly annoying to hated.
By doing what, by giving him a chance of a relationship and be there for him when she needed someone. They made many mistakes with the character but screwing over Tommy isnt one of them.
