The Haitian's ability to block the powers of others does not happen automatically. He has to willingly "turn his power on" in order to use it. Otherwise, Nathan would have never been able to fly away from the Haitian and HRG. And Peter would not have been able to use telekinesis to stop the taser when they tried to shoot him.

That's speculation. During the entire chase and fight scene between Peter and the Haitian, there only needed to be a small window of time where the Haitian let his guard down and wasn't blocking Peter's absorbing ability. In which case, Peter could subconsciously absorb the Haitian's abilities.

Seeing Peters reaction made me think of what he said in season one about him 'feeling' Nathan's car crash. Maybe he felt the gun shots too?
