I think some posters have been put in limbo while mods debated over their banning. Some have made it back to the land of the living, but it's all circumstantial.

No that's never been done, usually someone gets 2 or 3 chances here to change before they are banned though.

I know it was being discussed a few pages back, 35 years ago.
But if people have problems with lounges being abused for post counts a solution to this could be having a Lounge Forum (Diner) and having that forum set up so it doesn't add posts to your post count. I'm pretty sure this can be done, I've been to a place that had this option set up.

That's already been done but the lounge was moved back here.

I've noticed a better class of banter in there lately thanks to the likes of Bamfer and Knowsbleed.

That is what we have done. Posts in the Diner are not counted towards the post count.
