The problem is, what could he contribute to the League that Batman doesn't already takes care of?
 
The problem with putting street level characters on the team is you have to make the foes weak enough for them to be effective against. If you do that it calls into question why Superman needs a team to deal with them.

Behind the scenes. Location: Central Criminal Court Extension, London.

Scenes filmed on location were seen in the video 'Behind the scenes of the Justice League'.

We have information from July that those scenes were filmed in the street old Bailey, specifically in the extension of the central criminal court of England and Wales (Central Criminal Court Extension, London).
For that then don't leaked photos of the filming of these scenes, except the third in this post that warned of a filming in progress while apologizing for the inconvenience. Don't report it because we lacked more evidence.

Entertainment Tonight caught up with Joe Manganiello at Mohegan Sun’s 20th anniversary party this past weekend. Manganiello, who stars as the villain Deathstroke in The Batman, revealed when the movie starts shooting… and it’s sooner than we thought!

ET asked Manganiello how he was doing, and he replied “Great, man, just getting ready to go shoot Batman in the spring.”
 
I'm still really hoping that MOS2 comes out in 2018 and The Batman in 2019 if for no other reason than to match each character's 80th anniversary....
